ZDEVCO Brings Technology-Agnostic Passenger Flow and Curbside Intelligence to Airports

Oakland, CA, October 18, 2026. ZDEVCO today introduced its airport passenger flow (pax flow) and curbside management practice, extending the sensing, analytics, and operations programs it has run for the Port of Oakland and state departments of transportation for more than 16 years to airport terminals and roadways.

The practice is technology agnostic. Rather than selling one sensor, ZDEVCO selects, integrates, and operates the best-fit mix for each zone of the airport: AI video analytics with faces masked at the edge and no identities retained, 3D LiDAR for checkpoint queues and sterile areas, passive Wi-Fi and Bluetooth “shadow” sensing for curb-to-gate travel times, and emerging technologies evaluated side by side in pilots before they scale.

From home to gate

Drawing on its team’s engineering work supporting FHWA and the Saxton Transportation Operations Laboratory at Turner-Fairbank, ZDEVCO is building toward true home-to-gate travel time: from the regional roadway to the airport, through the curb, check-in, and TSA, to the gate. The result is one continuous measurement of the passenger experience instead of disconnected snapshots.

Predictive queue times

At the heart of the pax flow system, ZDEVCO’s backend ingests flight schedules, TSA lane status, parking and ground transportation feeds, and sensor streams through APIs, then runs proven queueing and machine learning models to measure and forecast wait times by checkpoint and lane type. Outputs feed operations dashboards, public signage, airport websites and apps, and TSA Real Time Wait Time reporting, refreshed every 60 seconds with no personally identifiable information.

Curbside management

At the curb, ZDEVCO measures vehicle dwell by lane and vehicle class, curbside check-in queues, parked and slow-moving vehicles, and passenger arrivals by mode, bringing the same guidance-first approach it uses for port truck route compliance to airport roadways.
