STEP Program Milestone: 16 Years of Continuous Operation at Port of Oakland

ZDEVCO marks a significant milestone: 16+ years of continuous operation of the Secure Truck Enrollment Program (STEP) at the Port of Oakland — making it the longest-running drayage truck registry program in the United States.

A Program Built to Last

STEP was launched in Spring 2010 as a component of the Port of Oakland’s Comprehensive Truck Management Program (CTMP), funded by California Proposition 1B — a voter-approved infrastructure bond passed in 2006. ZDEVCO designed, built, and has operated the program from day one.

Within the first six months of launch, the system enrolled 5,000+ trucks — demonstrating both the platform’s ease of use and the port community’s commitment to the program.

Two Integrated Systems

ZDEVCO built two integrated systems that form the STEP technology backbone:

  • Drayage Truck Registry (DTR) — web-accessible registration capturing LMC, truck, and driver data
  • Truck Asset Management System (TMS) — operations data repository providing visibility into transit movements

PortTrak & DrayLink

The technology has evolved significantly over 16 years. Today’s PortTrak platform with its DrayLink carrier self-service portal provides automated SMS/email notifications for compliance expirations, CDL verification, TWIC tracking, medical certificate monitoring, and insurance expiry alerts.

Environmental Justice

STEP’s impact extends beyond security and compliance. The program now includes emissions tracking and community health impact metrics for port-adjacent neighborhoods, supporting the Port of Oakland’s commitment to environmental justice and sustainable operations.
