The Technology Backbone of STEP

ZDEVCO’s PortTrak platform with its DrayLink carrier self-service portal is the technology backbone of the Port of Oakland’s Secure Truck Enrollment Program (STEP) — a mandatory enrollment program for all trucks and Licensed Motor Carriers (LMCs) serving Oakland Seaport facilities. STEP is a key component of the Port’s Comprehensive Truck Management Program (CTMP), funded by California Proposition 1B (voter-approved 2006).

Two Integrated Systems

  • Drayage Truck Registry (DTR) — web-accessible registration system capturing LMC, truck, and driver data with secure credential issuance
  • Truck Asset Management System (TMS) — operations data repository providing real-time visibility into transit movements and port entry/exit events

Scale & Track Record

Since its Spring 2010 launch, the system has enrolled 5,000+ trucks within the first six months and now manages 420+ Licensed Motor Carriers with 1.2M+ annual port entries tracked. The live portal at oakportregistry.com has been operated continuously by ZDEVCO for 16+ years — making it the longest-running drayage truck registry program in the United States.

Driver & Vehicle Management

  • CDL verification with automated status checking
  • TWIC tracking — Transportation Worker Identification Credential monitoring
  • Medical certificate monitoring with expiration alerts
  • Insurance expiry alerts — automated SMS/email notifications
  • Fleet profiles with equipment tracking and compliance status dashboards

Carrier Self-Service

The DrayLink portal enables carriers to independently manage their drivers, vehicles, and compliance documentation. Enrolled trucks receive secure registration certificates and unique identification decals. Automated notifications via SMS and email alert carriers to upcoming compliance expirations and violation notices.
