Our Mission
ZDEVCO exists to solve the real-world operational challenges facing port operators, marine terminal operators (MTOs), logistics yards, and freight corridors. We are technology and program managers — we help our clients find unique solutions to unique problems. We don’t sell products off a shelf. We listen, we assess, we design, and we deliver systems that work in the real world, operated by real people, solving real challenges every day.
Our approach is simple: we are solution-oriented. Every engagement starts with understanding the challenge — whether it’s managing 5,000 trucks entering a port, tracking parking availability across a 1,700-mile corridor, or helping a truck driver find a safe place to rest. We focus on the solution, not the technology for its own sake. We adopt the best commercial off-the-shelf systems, integrate third-party platforms, and blend them with our program management expertise to deliver something that actually works — and keeps working, year after year.

What Makes Us Different
We scale pilot programs to full operations. Anyone can run a demo. The hard part is taking a pilot and turning it into a production system that serves thousands of users daily, across multiple sites, for years on end. That’s what ZDEVCO does. We’ve been operating the Port of Oakland’s Secure Truck Enrollment Program (STEP) continuously since 2010 — 16+ years, 5,000+ trucks, 420+ carriers, 1.2M+ annual entries. We built it, we scaled it, and we still operate it today.
We are technology-agnostic. We don’t push a single vendor’s hardware or a single cloud platform. We evaluate what’s available, select what fits, and integrate it into a cohesive system. Cameras, LiDAR, RFID, GPS, beacons — we pick the right sensor for the job. Cloud, on-premise, hybrid — we architect for the operational reality, not a sales pitch.
We focus on user adoption. The best technology in the world is useless if truck drivers won’t use it, if carriers won’t enroll, if operators can’t run it. We design for adoption from day one — onboarding programs, training, intuitive interfaces, and ongoing support that ensures the people who depend on the system can actually use it.
