Secure Truck Enrollment Program (STEP)

The Secure Truck Enrollment Program (STEP) is a mandatory enrollment program for all trucks and Licensed Motor Carriers (LMCs) serving Oakland Seaport facilities. STEP is a core component of the Port of Oakland’s Comprehensive Truck Management Program (CTMP), funded by California Proposition 1B — a voter-approved infrastructure bond passed in 2006.

ZDEVCO’s Role

ZDEVCO designed, built, and has continuously operated STEP since its Spring 2010 launch. Within the first six months, the system enrolled 5,000+ trucks — a testament to the platform’s usability and the port community’s engagement.

Two Integrated Systems

  • Drayage Truck Registry (DTR) — web-accessible registration system capturing LMC, truck, and driver data with secure credential issuance and verification
  • Truck Asset Management System (TMS) — operations data repository providing real-time visibility into transit movements, port entries, and compliance status

Carrier Self-Service

The DrayLink self-service portal enables carriers to independently manage their drivers, vehicles, and compliance documentation. Enrolled trucks receive secure registration certificates and unique identification decals — providing visual verification for port security and law enforcement.

Live Portal

The Oak Port Registry at oakportregistry.com has been operated continuously by ZDEVCO since 2010, making STEP the longest-running drayage truck registry program in the United States.

Program Impact

STEP has enhanced maritime and supply chain security, provided law enforcement with domain awareness tools, and streamlined communication between the port and the trucking community. Environmental justice components track emissions and community health impact metrics for port-adjacent neighborhoods.
